Sonic CD is definitely a different experience from the other Sonic games in the series, but I feel like you have to approach it with a different mindset to see where it shines. When played for more of its platforming and exploration, noticing land marks and how they change between time periods, as well as finding different places to properly time travel gives the game a unique charm. It won't make the game "better", but the gameplay loop of finding the generator, going to the past, destroying it, and traveling to the future to see what changed has its own satisfaction, and gives light and context to some of the more questionable decisions in stage design
