Past themes aren't prerecorded. Rather there using the Sega/Mega CD Soundchip that is in there. so it's why he can't reconstruct songs that are present and good/bad futures. Only past songs.

Yeah but you CAN deconstruct even CD audio through mixing (same way unofficial instrumentals are made for Karaoke etc.), its just not nearly as easy. Probably would be a good idea to just recreate the songs track by track. Many people on SoundCould have already done this for most of Sonic CD!

Baisaclly sonic cd music consists of thousands upon thousands of samples like those hues, and GO's from launch base and then WOAH IM RAVEING from quartz quadrant. Also you can notice some familiar drum samples too like aimen break witch oftenly plays in this theme

That’s unfortunately correct. The present and future tracks are similar to mp3 files. I guess when they were making the game they had to save space in some regards. Making the past songs this way also helps them sound less technologically advanced which helps too

It's called an orchestral hit. It was really popular in EDM and rave music back in the 90's. They aren't used anymore due to music changing over time, but yeah.

Does mean they are fully uncompressed however, and if they were sequenced, they would have to go by the limitations of the Rioch Sega CD Sound Chip, and they also wouldn't fill the CD the game would be on very much, so all that extra space would go to waste.
