It is indeed an earlier title screen for Sonic 2 though no one has been able to find any prototype featuring the animation they do before popping up of the logo. On an unrelated note, i think it's pretty cool that they kept the "His name is Sonic" on the Icon they pop out of as a reference to Sonic 1 concept art

Awesome commercial, but Sega tried so hard to be better than SNES but still failed miserably. Sega might have blast processing, but it lost so bad to Nintendo with colors, gameplay, controls, sound quality, amount of actual good games etc. Gunstar heroes, Castlevania bloodlines and Sonic 2 and 3 were the only good games on Sega what comes to sound, controls and gameplay.
