The implications of this tell a completely different story... In an alternate universe, Eggman has gone too far. He's decided to destroy civilization by somehow raising the water levels. The first place to get hit is Emerald Hill. So, Sonic and Tails try to escape with their lives, while making their way to Eggman's secret chemical plant to see if they can figure out some information as to how he's doing this. Again, water levels start rising, and eventually they discover that the chemicals in the plant are actually massive amounts of some component used for fuel, which he's been pumping into the polar ice caps for some unknown reason. They try to stop him, and he runs off into the city. Sonic and Tails pursue him through the Casino Night zone, where they warn the populace to GTFO and seek higher ground before going after the mad doctor. Once the city has been flooded, our heroes realize they have no other choice but to escape to the mountains to avoid drowning, but even the peaks of Hill Top Zone aren't high enough to escape the watery grave. By now, countless millions have died, and Eggman has the blood of all of them on his hands. They discover, however, that Eggman has a secret underground tunnel network in the Mystic Caves leading to the one place that hasn't yet been flooded, Oil Ocean Zone, a place where the polar icecaps once stood, now the home of a massive oil-refinery. The plot has become clear: The tunnels in the Mystic Caves were the transit route from the Chemical Plant to the Oil Ocean. The synthetic chemicals made in the plant can expand the volume and potency of the oil a hundredfold... Just what would Eggman need with all of that fuel? The answer our heroes discovered on their journey was shocking: While Eggman flooded the earth, he planned to escape to a massive space station to avoid a drowning fate while all the people of earth floundered to their deaths! However, since Sonic infiltrated the caves, he inadvertently caused the caves themselves to flood, and now the entire Oil Ocean was also flooded! _(Metropolis Zone is just the inner workings of the buildings inside the refinery)_ The massive amounts of oil and the volume-expanding chemicals began to build onto the rising sea levels, causing more water to rise than the oceans even contained! Eggman immediately took to the skies after battling Sonic at his oil refinery, with our heroes hot on his trail. The water began to reach to the skies, as even Eggman's flying fortress couldn't escape! The battle went on even into space as Sonic chased him to the Death Egg, battling the mad doctor until his arrogance finally brought him to his end! Before leaving, however, Sonic had one last thing left to do... Meanwhile, Tails, being the genius that he is, built an airtight dome back on earth to preserve as many people and animals as he could while waiting for Sonic to come back.... And then the Death Egg blew up... Tails took to the skies in hopes that he'd find Sonic... But he noticed, strangely, that the water was gone! How the hell did that happen!? Once he found Sonic falling and swooped in to rescue him, Sonic explained that before he left, he activated the Death Egg's orbital laser cannon _(Because I mean, why not? The Death Egg is basically the Death Star, so of course it should have an orbital laser cannon!)_ to evaporate all of the water and bring everything back to normal! ...Or, at least as normal as things could be after such an event. Anyway, they all lived miserably ever after, because seriously, this is a serious post-apocalyptic scenario, here, we're talking a disaster of LITERALLY Biblical proportions... LOL

Wow, so first we get Sonic 1 on fire (Sonic 1: Burned Edition), now Sonic 2 under water. What's next? Sonic 3 in the sky?! Wait... As for a more serious comment, it's kind of a shame the Robotnik vehicles weren't edited with, at least, a more practical cockpit for underwater travel. Better yet, the tornado should have been made into a submarine since even Sky Chase is flooded! (Seriously, this is like the story of Noah's Ark on steroids.) What's really interesting, though, is the science behind the flooding in Oil Ocean. Oil and water don't mix and will stay on top of each other, a layer of water and a layer of oil (unless the two are disturbed). So basically, all the oil stayed on the bottom of the zone while the water stayed above the oil, which, amusingly enough, defies science. Sure, water and oil don't mix, but it's oil that stays above water, not the other way around.
