That's in the PAL build. In the NTSC build, they disabled it so players couldn't skip it.

They'd have to censor it because he turns to face the screen and you have to start the level over because Sonic throws himself in the nearby spike pit after that happens. That's why it was cut in the western release.

It was only cut in the North American release. In the European release they just had to change the tattoo on Eggman's testicles from a swastika to a wrapped present, due to German law.

Important to remember that Tails can sequence break the easter egg by taking a picture and throwing it on the Eggnet, instead of traumatizing Sonic it absolutely destroys all respect the Eggman army has for him and in the process unlocking Robo Sonic for the player to use hope this little tip helps!

Protip: if you wait for the drill critter to come back, he has found robotnik's soap, which has a coin-size hole carved in. When he asks about it, you should press B to lie or else he will crawl under your shoes before you can finish the explanation.

You know something you missed is an additional little secret that makes the game even harder to beat. When Sonic encounters Eggman taking a shower, hold down on the directional pad and repeatedly tap C on the second controller. If done correctly when Eggman washes his butt you'll see soapy fart bubbles rise up. It doesn't seem like anything special but later on in water stages you'll find Sonic is so traumatized by the fart bubbles he will refuse to breathe from the air bubbles. This makes it far more challenging to beat any water stages.
