The dub has pretty memeable moments, but what separates it from the Japanese is the the Japanese is the anime in its rawest, unfiltered form, where no content is cut and no censors are applied. The dub cast is extremely talented, but 4kids literally modified the actual anime into being more geared for infants in the west. Not saying that jp wasn't made for kids too, it's just that the us and jp are different in terms of what kind of media is acceptable for kids to consume. In Japan, it's perfectly fine to have a sexy character make it's way into content for kids. If sa2 was made by America, then Rouge probably wouldn't exist in the way that she does. Anyway my guess to why people hate the 4kids dub is because.... it's for kids, and cuts out very important and impactful scenes that would not be appropriate for kids in the west

Also, the byproduct of having something modified to be appropriate for a certain demographic is changed characterization. For instance, if you compare sonic in the 4kids dub to the Japanese, his characterization is pretty different in that he is less jokey and quippy in the Japanese. Generally, the 4kids dub just made things less serious and that could be the reason people hate it, as well as Sonic X as a whole, because Sonic X is usually associated with the 4kids dub instead of the original, Japanese version.
