It's called a lock washer and it's there to prevent the swivel to come off the headband.

It won't last much in my opinion and you might end up gluing parts that you don't want to. I'm always of apologist of trying your ideas even if they end up in disaster but in this case I'm fairly certain that super glue won't hold it for long.
