They're probably setting up MCU Venom in a different way... Two adaptations of Venom at the same time would get confusing for casual fans... Plus if Sony and Marvel have at least two brain cells between them, it's clearly profitable idea to pit Venom against Spider-man... They may be setting up Toxin to take over so they can continue with a separate symbiote story while the MCU gets to play with Venom for a bit.
