Despite many people are using Hal PM mode in outsmarting the crazy thing is Hal actually never reached PM mode or should i say, he almost did. What people don't realize is that PM mode is far more scarier and Hal would be far more smarter. Hal stated that PM mode is the capability to use every part of his body perfectly and he did say it clearly, "perfectly" and the proof that Hal never reached PM mode is that he said "if i reach "it" i will be able to see "it" which mean if i reach PM mode i will be able to see Baku's leap second, and Baku himself knew that and this is what Baku feared the most , he knows Hal is capable to see through his plans but for a plan that has no apparent clues of existing, a plan that no knew existed, for Hal see through it he would need something greater which is for him to become perfect and the only thing in the way of that was his amnesia that was his weakness and Baku knew that because he did read a document about Hal concerning his amnesia and his echolocation, Baku probably knew that Hal had enough potential to reach something that would allow him to use his body's full potential and he was scared of it i mean Baku himself stated that Hal is a monster and Yakou at multiple instances found a terrified look on Baku. PM would allow Hal to reach peak physical human condition and peak intelligence meaning that Hal would be able to unlock 100% of his brain. He would also be able to be equal with people who reached the peak of their own category Such as Sherlock Holmes(cold reading, Deduction, observation) Akiyama(strategy) Baku(planning) Etc.. Hal would literally be the "All in one" He would've been very similar to Batman too someone who reached the Pinnacle of physical abilities and intelligence. So yeah that's my own take on Hal perfect mode.
