If you're playing music you can't hear people with the anc but if you use the ANC as is without music it'll still pick up conversations but they'll sound distant even if they're next to you

They are actually $89.99 on Soundcore website. I too, purchased these from Ross. And let me tell you, these sound like $299 pair of open ear. And sound quality is based on the device you have. I noticed it sounds better on my Moto edge plus 2023 than it does on my samsung galaxy s24. So don't detour from these right away ( I was about to). You just have to find the best device.
