Soundwave seems sad because he's the communications officer, but that is one of the most important jobs in an army, and megatron would need to trust him A LOT

Soundwave also seems to be internal and external information gathering thanks to Laserbeak and his other subordinate units reporting to him on intel they gather. In effect, Soundwave reports to Megatron with a worm's eye view of internal Decepticon politics and the latest intel on Autobot activities. The fact he is so loyal to Megatron means that Megs is way more willing to trust him with such a task than say, Starscream. Seriously, the amount of damage Screamer could do in that position is scary to think of. And to be honest, Soundwave is the least likely being to get yelled at by Megatron in his position. If he isn't leading a mission himself, Megs seems to be a hands off commander unless you need to be micromanaged like Starscream. He doesn't tell you how to do your job unless you're Starscream and you're fucking it up. If you are doing well, he just expects a report when it's done. And honestly, second in command for the Decepticons is actually a pretty shit job because you always have Megatron looking over your shoulder.
