Maybe, I would suggest that you would need to use a func_precipitation entity and use a logic_timer to modify the Alpha parameter of the func_precipitation (or some ConVars related to precipitation effects) at random intervals. I'm not sure how well that will work though.

I think this was supposed to be a test project where the player can see their own legs and I used one of the citizen models to replace the player model, as I didn't have access to a headless model. This sort of thing will be covered in a future video.
