Wacky Races was a Hanna-Barbera cartoon from 1968. Dick Dastardly and his dog Muttley were the main villains of the series. In the earlier episode "Crippled Summer", the other special kids were portrayed like Looney Tunes characters. Nathan and Mimsy's dynamic was based on the Looney Tunes characters Rocky and Mugsy, who were a pair of classic gangsters. Rocky being the brains of the duo, Mugsy being the dimwitted big guy. There's a poster of them on the right side of Nathan's room at the end of this episode.

ahh that's it! thanks, that was driving me crazy too... that explains why i didn't remember although they did look very familiar. I vaguely remember Dastardly and Muttley (not as popular as other hanna barbera characters like Secret Squirrel or Rocky & Bullwinkle) and i barely remember Bugsy and Mugsy but after looking them up i recognize them instantly, apparently there was only a single short of them that was 7 minutes long. Damn I must not have watched old school looney tunes or hanna barbera since i was a little child, almost 30 years ago. that's a trip!

Mimsy is a savant syndrome case. Mentally dysfunctional but with a well-above-average knack for math, quick thinking, or arts, like Dustin Hoffman’s character in Rain Man. Lots of reactors comment on how Trey and Matt have been respectful AND spot on with their portrayals of various developmental disabilities but Mimsy is low key one of the best. Is it weird to say that episodes like this and "Crippled Summer" are both oddly wholesome for South Park? And good homages to Looney Tunes/Hanna-Barbera cartoons? Like, think on it: Jimmy and Timmy just do wholesome fun things, while Nathan and Mimsy try to foil their fun in dangerous and ludicrous ways and yet it still fits in the harsh world of South Park. It's quite nice. Plus, it's been ages since Timmy had his own solo venture. That, and I can relate to the parents acting nostalgic for Wacky Races. I never grew up with it as a SatAM cartoon, but I did grow up with it on Boomerang. Such a funny cartoon.
