Pull that throttle open! I love it. Great sound. I visited SP&S 700 for the first time a couple of years ago with its stable mates (4449 and 197). It's a beautiful locomotive.

This was from one of the ORHF Holiday Express's. The engineer was getting the train up to the 15 MPH track speed.

No, that is Jim Abney, a crew member on the SP&S 700 at the Oregon Rail Heritage Center (ORHC) in Portland, Oregon, the Battle Ground, Yacolt, and Chelatchie Prairie Railroad (BYCX) in Yacolt, Washington, and the Mount Rainier Scenic Railroad (MRSR) between Elbe and Mineral Lake, Washington, who is a good friend of mine.

That’s likely a drifting valve. It’s a secondary lever that allows a small quantity of steam into the cylinder to prevent a vacuum from being created. Most other steam engines have “snifter” valves that act in this same way: en.m.wikipedia.org/wiki/Snifting_valve

Auxiliary throttle / drifting throttle. As stated, it takes a relatively small amount of saturated steam from the steam dome to keep the pistons lubricated while drifting so that the main throttle can remain closed. The aux throttle could also be used by hostling crews in the yards/roundhouse area to move the locomotive short distances. The UP big boys and jabelman challengers were delivered with this appliance, but later had them removed because they would sometimes crack open while the locomotives were unattended and cause undesirable movement.
