Why do some owl teams just refuse to run hitscan for pharah?

because a pharah can 2 shot to the body and a pro pharah will only peek enough to do so, notice also how most of the time the enemy team is playing tight enough so that the pharah can never get any picks. at this point in this level play its more about holding line than forcing that pharah pick and its sometimes easier to hold line with different characters than hitscan
