My favorite floor plans are the Wisley and the Snowhill? I think this is the best value in town if you are looking for a luxury home! What are your favorite floorplans?

I wonder what cost is for this house with all the upgrades

Good question! The builder puts hundreds of thousands of upgrades in their model homes. But, a typical buyer might put in around $50k in upgrades in their home. My wife and I actually just designed our own home yesterday and we spent around $40-45k in upgrades. It’s not necessary and I’ve had clients do less than $20k in upgrades too.

On these homes, could you build decks or porches? Is the HOA restrictions?

It depends on each specific HOA, anything exterior still has to be approved by the HOA. But, you can landscape your backyard of course and put a nice patio, awnings, covers, etc. You would just need approval.
