He doesn't have a best build. He builds based on his match up. So i can confidently say that this is purely a skill diff by Spear Shot.

Btw, the stacks for Tempo are on-Attack, but the damage is on-Hit, so empW will do three procs, but not get you to max.

I've been flabbergasted by the presence of mind change personally. I've tried going for manaflow band as the only mana rune but it doesn't seem very good on its own. Tear is ok I guess but Manamune isn't the most classic Pantheon item.

Manamune does actually work well on Pantheon, but not right with the nerf to the mana conversion into AD ratio.

Essence Reaver, Black Cleaver, Death's Dance and Bork seem like they are still viable. Only because they didn't get hit so hard as others and the passives still work as usual.
