Why don’t the government agencies/bodies/departments go straight to the supplier of the stuff? Why would it need a “middleman” like these small-medium enterprises? These guys add a mark-up to the things they wanted to sell government so why would they think the government wouldn’t go straight to the supplier to avoid this profit mark-up that these guys charge? Or is there more to it than what I can see? Please help.

I also got tender invitation from fake department of transport. Fortunately I used to work in department of transport. So I could clearly see contact numbers were not really from department of transport, they only use same street address.
