Neither pilot could be at fault, the air traffic controller changed the airline’s runway landing & probably never notified the helicopter pilot! 8:40

Disagree. The helicopter is on UHF, the aircraft was on VHF. The voice recording indicated the controller issuing traffic then telling the helicopter to pass behind. The controller would only say pass behind if the helicopter reported the traffic in sight. Once the helo does that he is responsible for separation. My guess is the helo saw the wrong aircraft.
