I am impressed with the intentions of Judge Zottola. I have practiced law 45 years and been involved with mental health issues in California for over 30 years. I suggest that a better process be implemented to look at the complaints of individuals who consider themselves mistreated. I realize this will produce many complaints that are based upon shallow grounds. However, if done well, we shall find the shortcomings of the system. For example, we put psychiatrists on the spot in the courtroom about conditions of behavior which they are not actually familiar. They are forced to predict behavior which in all candor they cannot do. We regularly use strong anti-psychotic medications that have terrible effects and don't realize that they don't make things better, only quieter for a while. Thus long term studies do matter. Panels should be created that invite and listen to dissent to the system. There is more, but this is enough to start.
