Does Siemens have free software for the smaller plc

Hi, thank you for your videos they are really useful. Maybe you could help me with my project. I am designing my own electric motor and I need to choose which drive to use. My motor is surface permanent magnet motor and I plan to use sensorless vector control (FOC or DTC). It should have one phase input (230V) and three phase output (0-230V), power should be around 1 kW and frequency range from 0-300 Hz. Can you recommend something below 300$. We checked vacon 20 but do you have some other options? Thank you for your time and help. Have a nice day.
