@@justcldzhe meant the passive of the 1st and 2nd skill. If you throw out your 1st skill and then bring it back and then use your 2nd skill then both skill will be on cool down. But if you use 1st skill then 2nd skill, then the 1st skill will automatically retrieve and only the 2nd skill will be on cooldown while you can use your 1st skill again

For me, it completely depends on how to player uses the hero. But of course their are types of heroes that can be countered but if its 2 counter heroes like yz and tm it completely depends on how the person plays
