May 5, 2017. Funeral procession for Delaware State Police Corporal Stephen Ballard. Cpl Ballard was shot to death in the Line of Duty on April 26 while investigating a suspicious vehicle at a Wawa convenience store in Bear, Delaware.
Funeral services and motorcade held in Wilmington, Delaware. Police Officers and Troopers from Delaware, Maryland, Virginia, Pennsylvania, New Jersey, New York and as far away as New Mexico, California and Canada were in attendance.

why was the front part of the procession driving so fast?

Peter Neill I'm not sure. I believe they were signaling the procession was on the way and they may have been either heading to the cemetery or trying to get into position to block off cross streets. There's usually a few lead units like this that roll fast ahead of the procession at these funerals.
