2:47 - Use the wand tool to select everything outside of the lineart. Create a new layer under your lineart. Then use Selection > Invert (default shortcut on your keyboard for that is "I") and press CTRL+F to fill the selection with the color of your choice. 4:54 I don't know what exactly you are refering to, so I'll explain all that happens for the next couple of seconds: On top of her layer called "Layer8" there are multiple layers set to "Clipping Group" - on those layers you can't draw outside of the colors that are on Layer8. She then proceeds to draw in the base color for the hair by roughly tracing the outline of it. Once she traced the whole outline, she uses the bucket tool to fill all the empty spaces inside that outline. She also erases parts of the base color again for cleanup (see the ear at 5:05).
