Actually puffy is the one who actually started it all, Orlando Anderson wouldn't have robbed the chains if puffy didn't put money out for death row chains, so technically speaking puffy is the reason it all started, 2pac would never have went up to Orlando Anderson if he didn't rob the chains, the bloods with 2pac pointed out Orlando cause he robbed the chains. Puffys plan was to escolate the beef between the crips and mobb piru so it would turn messy, this means it would drag 2pac into the beef making it more of a chance for him to be killed and guess what it worked cause 2pac died from the exact reason.
