As afromaine718 said the way to get the menu is to press the touchpad and press select straight after So outside of any cutscenes you should have your map open with the debug menu over it

Yeah wtf. When i am in the main menu en press L3 i have the Developer menu en R3 the black screen menu with lots of settings

I don’t think there’s any real method I just paused during the cutscene

@@Jevan_yt no I figured it out, All you have to do is press the touchpad and options button at the same time. You can do it at any point in the game
