In the comics, Spider Man can *lift* the hammer but can't actually use its powers. He has to kill in order to access his power but since the lifting part only requires you to be worthy as a person, he can freely carry it

The blade, Worthy king fit to lead and rule his people justly and to fight if needed. Both are similar but different. One requires you to become a leader and a king while the other only requires you be a good spirited warrior. If anything steve could lift both having the quintessential qualities for both.

Mjonr isn’t that picky in some comics it’ll be lifted by whomevers neccessary but honestly, it’s the presence of a warriors heart, so they must enjoy fighting and fighting for others, they must be willing to do whatever necessary to uphold their values, they must be courageous and bold but know when to stay their blade and they must have confidence and conviction in themselves and their cause. Capt can lift the hammer- fakes like he can’t tho. For the rest they’re likely lacking in one or more values. Tony, Natasha and Clint see themselves as less than stellar. Peter and Kamala are both to gentle and too inexperienced in their ideals. Bruce hates fighting… etc

Comics vary in explanation of who is and who isn't worthy, and its never consistent. Generally only Thor and Odin can lift the hammer unless they decide another is worthy or of a time of great need, like Thor is dead, gone, incapacitated or deemed unworthy then the hammer chooses the next worthy hero to weild its power. For example in the Geogre Pérez Marvel/ DC crossover, Superman was able to weild the hammer for a short time but once the threat was gone and Thor regained consciences, Superman was no longer able to weild the hammer.
