Seems to me like most of the superhuman population of New York is in the Raft. Not only do they have supervillains there, they also have mutant thugs. Regular thugs have red skin, blue skin, or can imbue regular chains with power (the Whip enemies). It would be cool to see mutants as regular civilians though. They don't always have to be heroes or criminals.
