If it was under his foot for the “practice” swing then it won’t be under your foot when you address the ball will it. In that sort of rough you cannot practice swing near the ball because if the ball moves it’s a penalty. Absolute load of BS from Bob. Blatant cheating.

He did break the rules. He lied. Sprinkler underfoot n a practice swing is not a free drop. And if he was that close to his ball that when he addressed it his foot was still on the sprinkler, that means it’s a penalty anyway because he just took a huge chunk of grass away from right next to the ball thereby changing the lie and the conditions of his next shot. So no matter how you cut it, it’s a penalty and it’s cheating. Simple as that. Pick which penalty you want but either way it’s cheating.
