Does fischl need to be c6 for this to work and my sucrose is c1 would my c0 kazuha be better?

Should be fine I think, just make sure you have enough ER to keep Oz on field all the time. C1 Sucrose is actually good already. Sucrose is better here compared to Kazuha. She can keep the VV shred and the Hakushin buff running as the driver of the team
