Hi! When using Hi-Shine all you do is spray it on the balloons and leave it to dissolve. No need to rub it in.

Hi! I wrapped the base with yellow plastic table clothes. And the arch was about 10feet tall

This is a estimate but about 200 for the arch(maybe a little more) and 44 balloons for the columns plus the jumbo balloon
