Alexander Fraser Tytler, an 18th century historian, writer, advocate and judge, summed the issue beautifully: "Democracy cannot exist as a permanent form of government. It can only exist until the voters discover they can vote themselves largesse out of the public treasure. From that moment on, the majority always votes for the candidate promising the most benefit from the public treasury, with the result that democracy always collapses over a loose fiscal policy, always to be followed by a dictatorship, and then a monarchy." People often mention the cycle of strong man bringing good times, making weak men, then weak men bringing bad times... this has been long known as the "Tytler cycle" and I encourage everyone to look at his Wiki page. The reason there is such cycle is given by the predictable behavior of people en masse.
