It's about who the bill goes to. And if everyone's water was paid for with tax money, it would encourage wastefulness or at least indifference. Which would not be very economical or environmentally friendly either. And many areas could run out of water. And we kinda need water for food too.

NASA did never explore the ocean. Two of the main reasons why we have so little of our oceans explored is due to pressure and light. Diving down to the bottom of the oceans requires a vehicle that is capable to withstand immense outside pressure. You also need insanely powerful lights to be able to just light up what's directly in front of you, because it's so dark down there. With our current technology and materials it is much easier to get a vehicle into space for exploring, than it is to get a vehicle to the bottom of the ocean for exploring.
