Splendid Clothes Dryer heating problem

I work on these. Easy way to see if stat is tripped is to look at the diaphram. If it is convex it is good. If concave, it is tripped. Also, it is almost always the ECO stat that trips as it is non resetting. The other stat is the cycling stat as it turns on and off depending on the temp. It wears out after a bunch of use and if it stops cycling the unit overheats and trips the ECO. That is why they only sell them in pairs. The cycling stat tests good because at some point it does reset itself.

My heater core tested at 21.5 ohms. Is it bad too ?
