Before the outpost recycler nerf, you would get 50% from recycling. Recycling sewing kits down to cloth would be 50% of 50%, so 25%. With outpost nerf, it's 40%, which multiplied by itself is 16%, so you lose 36% of your cloth compared to pre-nerf. However, with the nerf came a buff to the monument recyclers, which now have a 60% rate. That 60% twice comes out to 36%, which is a whopping ~44% larger payout in cloth than outpost recycling.

I did the math on the outpost recycling (I think) and here is what I got If the default output would be 100% of anything, then the enhanced monument output of 60% is 6/10 and 40% (outpost) would be 4/10. So, simply put, 4 is 66.666% (2/3) of 6 (I know, riveting stuff). So, when you have the rope and the sewing kits, you have 40% * 40% versus 60% * 60%, which is (2/3)^2, or 4/9, so about 45% yield. TLDR: Outpost will give you 45% of the output of cloth from sewing kits as opposed to recycling at a monument (I believe). For singular recycles (not chain recycles like sewing kit --> rope --> cloth, it would just be 66%). If there are any recycles that require three layers (maybe something that gives cameras, then tech trash, then scrap I guess), it would be 8/27, or about 1/3. So keep this in mind.

I assume the percentage is the probability of getting the better result in that case.
