Refund should come from ebay. I have shipped cards that never get delivered and i just tell the buyer to open up a claim and its usually covered.

Everything is insured. And if it gets stolen in delivery like yours, USPS will suggest you file for the claim. They need the evidence to see what happened and so they can investigate. Ebay should know better. If it gets lost on the way to you, the seller files the claim. If stolen like yours, the buyer files the claim. Claim only takes a few days to get paid.
