Hate to break it to you but there's tons of places you can build whatever you want legally in the US. It goes by county. Not even state. You have to check every single county to see if inspections are needed.

This is like most plumbers in the U.S. building new job sites, they'll mess with everyone's work b4 them, damaging construction, even wiring, cause they don't care and / or don't know how to run the hoses properly

Yes - AND here in Australia too. I once had a plumber installing pipes for a new kitchen - cut through an electric wire running through the back of the same cabinet. He also bent the copper pipe to 'make it fit' the tap, instead of cutting it to the right length. Bent so much it closed of 99% of the water flow. THAT's what got me to get the electrician, who was on site the next day, to investigate why the bench switch was not working, and while there; could he see why water not getting to the tap? He reported back about the bent pipe, but MORE CRITICAL: that the loose end of the severed LIVE wire was 5cms from touching the metal sink. Ie; if it had been in contact- he - me - anyone had touched the sink / Taps- they'd be FRIED! HOLY F!!!{*Turned out that 'plumber' didn't have a Licence. Moral of the story; always CHECK your Tradies qualifications! }

Yeah, cutting a section out of a support beam is never a smart thing to do even if you put the block back, it will shift which will cause everything above it to shift. It may take some time, but it will happen.
