With Miami Beach implementing its break-up with spring breakers by way of new regulations and a curfew, many decided to head north to Fort Lauderdale.

"Head down to" is a common southern phrase meaning "to go." Technically speaking, the Earth is not known to be upright anyways, so geographical north per compass cardinal direction might actually mean going down from a greater perspective. Thus, it still works. When you figure out which way is up, I guess you can let us know not to say "head down to" when going places.
