One thing I do to avoid baking soda clumps is put it in a sieve and sprinkle it on the carpet, it helps make it much more even and no clumps!!

Try draping your new spring garland on the blanket ladder or it might also look cute coming out of a decorative shallow bowl or laying in a tray with other decor kinda like a wood bead garland is used for decor. Just a thought.
