Whilst I understand their position on dev and prod deployments. Users including myself need true local development as a feature CI is not Development

What local dev env configuration do you want? Sqlmesh can probably do it. Example, it can do a different database or schema on your prod stack or even use duckdb for local dev even if ci and prod environments are in snowflake/bigquery/whatever. A staging environment running inside your prod environment is a powerful tool to have as an option.
