They should make it more realistic and a real game mechanic. Like a drone strapped with a bomb, but premade. There is no reason you can't wire a bomb directly into the drone if you allready have an uplink to said drone, you don't need a second person. Also the drone needs much more power if it carries a bomb around, so it should be slower, louder and with less range.

Maybe drone load outs? check the drones they use in the donbass conflict, they're normal commercial drones with no loud engines and all they carry is a single grenade or mortar round or the like

I think it's a matter of balancing. The idea is it requires some decent coordination. They don't want it to be a brain dead process.

the drone is only available to the militia and insurgent commanders, so 1 per team. you also need another person to be the sapper role so they can put IEDs on the drone
