Been trying this but when I hit with squall it sends either out or behind so I can't follow up with up tilt. I'm I doing something wrong?

Make sure they stay on the 'front edge' of squall at very low%s, and mash b towards the end of squall, but before you do the desync input. The extra distance you get from that b mashing is crucial, as it maintains your horizontal momentum to put you under the opponent. Good luck!

I having trouble keeping the desync for a consistent combo. Are there certain moves, combos that are preferred or should I be waiting till the end of the frames on the follow up?

Not sure what you mean, but if you're having trouble staying desycned during a combo, maybe first try staying desynced with like a blizzwall or something, because that'll help you understand the timings for how to stay desynced. But yeah, different combos have different requirements for when to input stuff. For example, squall desync and combos from that, you want to be buffering actions for followups. Hope this helps!

Is using Nana for a footstool out of an opponent freezing better than Popo? Or the other way around (while Popo is doing U-tilt on frozen character)

Depends, at lower %s I'd rather footstool the opponent with popo as we can do [fs dad] (blizz) grab, giving us a cheerless grab, but at higher %s doing something like (fs squall) leads into kill confirms. Usually you don't get a choice as to which climber does what because it depends on the previous situation or setup that you used to get a desynced utilt, so it's very useful to be comfortable knowing both. The Mura out of squall is so cool, I've never seen that one. Do it work on the edge to spike them offstage?

The spike wouldn't be nearly strong enough to take their stock, I believe :(
