It is because we round 7 for accuracy , we should take the last number from your decimal number if the last digit is more than 5 (in this case it is 7) we add 1 to the number before and if the last digit is less than 5 just take the same number before the last number.

Hmm I never had maths this way in the Netherlands but I like it :P Also, I figure you can add a 0 to the 5 as well with the decimal root example but because the bar is directed to the left you'd have to add it before the 5 instead. 05 = 5 as much as 0.20 = 0.2 after all.
