That's called a common neutral. Everything above it is communication cable. Literally none of this is carrying high voltage right now and if that common was carrying energy it's already attached to ground. It's not going to burn this guy up.

Lol that’s not even a common neutral, that’s below the communications. That’s a guy wire or steel to either run communications across or backup a pole, absolutely no voltage in normal conditions. Can become energized if a live secondary leg or primary phase comes down and just lays on it, but those steels are supposed to be all grounder to either the system neutral which must be above communications and at least 26 feet from the ground or a driven ground which is a rod that goes deep into the ground.
