It's your coolant lines bro. I did this on my S13 I brought over. The circuit you tested is the high idle or bump idle for AC/power steering. The coolant lines you didn't hook up makes the IACV think the car isn't warm so it stays open thus the high idle. Your ecu mainly controls fuel but there is idle settings you can mess with. You mentioned deleting a few thing on the intake manifold side. Usually when this happens idle is really off. I suggest keeping the OEM plumbing in tact. Also, try going through the FSM process for setting up your idle. I’ve had similar experiences with idle and timing. I followed the FSM and NOT Zilvia. Everything worked out perfectly.

Question for you. My tps was reading .43v closed and and i cant get it to go any higher. WOT its reading 3.93v.....do you think that little bit of a difference can cause some problems? Im trying to sort some idling issues. I have an S13 SR20det blocktop

I would say those readings are definitely not standard but from my experience I would say it is most likely close enough
