In the actual context, it makes more sense as Supaidaman & Ichiro (the kid in that shot); are brothers by blood- bond as Supaidaman saved him through a transfusion & the due to how Spider Blood works, they share a supernatural connection; & as it was Ichiro's second time bein hunted by the Iron Cross Army (the antagonistic group of the series); he was bein put into an Interpol ran witsec. Therefore, they wanted to stay together but due to Supaidaman's life as a crimefighter (mainly against the ICA); they both knew in spite of what they want, its safer for Ichiro to go into witsec.

I have the series. And yes, it is as bonkers as it advertises. And the robot battles do get repetitive thanks to the missing suit.
