It's because if tier 1 is held in 2016 , then results will be out in 2017 and tier 2 would also be conducted in same year , after 3 months a typing test is conducted and at last the joining letter is issued . So the whole procedure takes nearly about 2.5 to 3 years.

India post mea shorting assistant (GP 2400) ka grade ka nakuri hota hai.... 08 years ke Baad inspector exam ka through inspector honeka chances boohoot kom hai (GP 4600), but inspector lok director(GP 8700) tak pouch jata hai...., jo log nehi ban pata hai... They promote upto gp4600 grade at the last stage.
