This is clearly a fan animation made out of love for Toriyama and the story he created, and it's for people who like super and want to see something from super in the style of Z. I hope the manga gets an adaptation. SSG is used way more than Blue and it’s better overall. 17 is only SSJ3 level in the manga and got that strong via training with the Cell Jrs.
