Toriyama wanted to use ss3's original design. Goku's design was his 2nd iteration. He did this one because he liked his first iteration more, "saiyan hair gets longer and spikier and taller when they go super saiyan, it doesnt lay down like gokus" and also to give vegeta his own style and look. Vegetas hair is naturally taller, so he chose to keep the look
