Fact, every other city deals with this. St Pauls method is to just not plow and then sell it as there is nothing they can do. Then they fine homeowners for not shoveling sidewalks.

27 plows for a city of 300,000? My towns of 30,000 has 8 plows that plow throughout a storm..

They already do this in Chicago. Thats why the streets get clogged with lawn crap over the winter. People calling dibs on the spot they shoveled

My Home Town does Center Cut Plowing on the side streets during the major snow storms and heavy snow fall. They been doing it at least since the 1970s and it works. I mean Later on after the Major snow storms and heavy snow fall is over with. Some of the Major side streets and side streets that need it Will get plowed again to widen the street or Snow will be collected and trucked some where else.

My town has 2500 residents, 5 fully equipped sand plow rigs. I worked for a town that has 5k residents, and we had 9 full time trucks plowing. In one shift we could plow everything.
